I was reading craigslist and a guy on there said he had hypos with nips, do they heal?

long as they are treated correctly yes. Make sure to find out the severity of the "nips".

I have seen people call 2/3rds of a tail missing a minor nip. Expecially craigslist commandos.

You'll want to closely check his husbandry practice. If his caging looks like it's a bacteria lab.............chances are there are problems.
