Lighting fixtures in colder climates

Hey all! I’m new to bearded dragons. I live in Chicago and it gets in the negatives here often. I just want to make sure I have proper lighting and heating before purchasing my dragon. I was also considering purchasing a heat pad for underneath the terrarium. How far should my basking rock be from the light? What are proper temps for both sides per age? I will have a fairly young dragon (not sure about age because I have not purchased yet) any info and brand recommendations are appreciated!! Thank you!
