Faulty Thermostat?

I've 'inherited' a Beardie and notice that no matter what I change the thermostat to, the enclosure temperature stays exactly the same. It has a Habistat 300w thermostat with a 100w ProRep bulb.

Do people think it is a faulty thermostat? Could there be another reason I can't adjust the heat?
