Can I use a red light on the roaches?

I would recommend not using a light for heat. Heat tape/pad, UTH or CHE would be a better plan.

Can I use a red light on the roaches?

I'm with Germ, no red lights. We use a heat pad at night only to get temps over 90, most days no heat. Today its a bit chilly so I left it on. It's safe, from the pet store. (non-shutoff)

I have seen roach breeders/dealers use red lights hanging from the ceiling.
But that was a large scale roach room and didn't look too pretty.
