Paper mache (Papier-mâché) alternative to using foam?

I don't want to use foam to build rocks & wall etc.
Would using paper mache work instead? Once dry it's pretty hardy, yet light.
Or even just cut/stacked/glued cardboard?

And it would be covered in grout/cement etc anyways.

Has anyone else done this? Did it work? Or have any more environmentally friendly alternatives to foam that could be used?

The problem with paper mache is it doesn't do too well when it gets wet. Cardboard might work but you can also use old styrofoam. Styrofoam works very well and you can make very detailed backgrounds and houses out of it. And it is environmentally friendly since you can reuse old pieces of Styrofoam.
