Is it too hot?

It can be a matter of a few things. Most of the time it is from thermoregulating. Meaning it is to hot. It is the way beardies leave off the extra heat they accumulated. Like us sweating. How are you measuring the temps?

I am using a temp gun, his basking temp is around 104 and cool areas around 88-90

he will open it, for 10 seconds then close it for awile

I noticed mine did this right before and during his shed.

Yep, just regulating his body heat. Checking temps is a good thing. Since they are fine, your beardie is acting normal.
