The hot temp is at 95 which isn't directly under the light. Should I try and heat that up more?

Generally between 100-110 on hot side as 80-85 on the cold is usually the average of most opinions
So I would up the heat there a bit
And make sure the whole tank is above 85 at least during the day

This is the dragon that you just put in the new enclosure right? How long has it been in there? As said above, yes the basking spot should be a bit hotter.

That was actually the old cage when I had got him and trying to figure out the lights haha.
